There is no doubt that Iraq is one of the failed states in the Middle East. For many years Iraq encountering several political and economic crises. Iraq situation is almost frustrated local, national and international efforts to build a durable peace and prosperity in this region. A few years ago Islamic States (IS) has created a major threat to the world in general and to Iraq and Syria in particular. Although that Iraq is now free of (IS) control, still threatened by terrorism, mass population displacement and weak security and corruptions. 

Iraq’s geographic location and its proximity to Europe has a direct effect on the EU to Middle Eastern instability and its border with Turkey is dramatically affecting Ankara’s, domestic and foreign policies and economic issues, therefore the MENA region (Iraq and Syria), at large, remain geopolitically important for the EU. Also, the illegal immigration from middle eastern countries including Iraq made Europe hosts large numbers of migrants, which the EU resonate more intensely than the other distant nations such as the US.
In post-ISIL, the EU has its own strategy to promote security and stability in Iraq by fighting ISIL remnants, a return of internally displaced people minimizing forced migration, eliminating violent jihadist organizations and ideologies and reforming the security sector within a rule of law context. The European Union is deeply committed to continuing working with the Iraqi government and population for the stabilisation and reconciliation of the country, supporting Iraq's unity, sovereignty and territorial integrity. In its contacts with the Iraqi authorities, the EU emphasises the importance of an inclusive process of reconciliation both at the national and local level and the need to make tangible progress on political reforms to enable full national reconciliation.
EU has significant role in Iraq With programmes worth more than €46 million, the EU is supporting local and regional governments in order to have their own local development plans and stronger and accountable governance for their citizens. Those go from community-based projects to nation-wide initiatives to break the cycle of sectarian violence. The EU has led the international humanitarian and development efforts for the Iraq crisis, providing some €650 million of funding overall in the period 2014-2017, in order to respond to the humanitarian crisis and support the stability and development in the country. In 2017 alone, the EU's overall support to Iraq reached more than €200 million between humanitarian or immediate crisis response, and longer-term resilience and development needs.
As we all know War and internal conflicts have led to a lot of troubles in Iraq in recent years. The EU has given assistance by providing humanitarian aid, developing political and electoral processes, promoting human rights and the rule of law, developing civil society organisations, and providing basic services such as water supply, health and education.
The European Delegation in Iraq represents the European Union in Iraq and, as a diplomatic mission works closely with the 13 Member State Embassies that are represented in Baghdad as well as their Missions in Erbil, Kurdistan Region. It ensures the tasks of the EU Presidency both in Baghdad and Erbil. Acting in close cooperation with all EU Member State diplomatic missions, the Delegation strives to ensure the unity, consistency and effectiveness of EU external action in Iraq. It ensures the follow-up of bilateral relations in the political, economic, trade, energy and development areas. The Delegation is essential to the promotion of EU interests and values in Iraq, and is in the front line in delivering EU external relations policy and action, ranging from common foreign and security policy through trade and cooperation to education and cultural relations.
The Delegation deals with the broad political and economic agenda between the EU and Iraq, and in particular plays a role in the implementation of the Partnership and Cooperation Agreement with Iraq. It interacts with the Federal Government, the Kurdistan Regional Government, Governorates and local authorities, the Council of Representatives in Baghdad but also with the media, civil society, NGOs and reports on developments in Iraq.
Thus the EU’s role is essential for Iraqi people and state , EU is a long-term partner of Iraq, cooperating in the field of stabilisation, security and the political reform agenda strongly incented and positioned to converge and cooperate on security and stabilization policies preventing and reducing existing and future threats to iraq.
